Morgan City police chief retires

Morgan City Police Chief Marc Folse retired Friday from his post as the top cop in the city.

Assistant Chief Glen Blanco will continue to lead the department until a new chief is hired. Blanco has been serving in that role since June 1 after Folse took vacation and compensation time, Mayor Tim Matte said.

Folse retired with 31 years of service, having attained the title of chief May 26, 2009. Blanco has been with the department since January 1985.

Starting work with the department in August 1978, Folse said times were different.

“I enjoyed it. It was unique. I saw a great many things that an average person would not see in his lifetime. Back then, Morgan City was an oil boom town.

“The national economy was doing very poorly, and there was no work except the oil field. States and cities were opening their jails and releasing people. They would come down here and assume a false identity. Usually, these were some very violent people from across the country.

“The department was smaller manpower-wise, and we had a great deal more to police.

“I saw things that I would not have seen had I not been a policeman in Morgan City, and those are good things and bad things,” Folse said.

The process for choosing the next police chief follows civil service guidelines.

Matte said he will request that the city’s Civil Service Board call for a test. At that time the State Examiner’s Office will contact the mayor’s office with a job description, and a test date will be scheduled. After the test, the scores will be forwarded to the civil service board and the mayor.

The mayor, who is the appointing authority for the city, may then begin to choose from the list of acceptable candidates whom he will interview. Generally speaking, anyone who has passed the chief’s test within the last 18 months may apply for the job, the mayor said.

The process of hiring a new chief takes several months, Matte noted.
